my opinion is that we are not getting many people playing or new people to play because we don't have enough people active. the new players are getting online and going "there's no-one on this server so it's gonna be boring as". so if you want more people to play a suggest you PLAY YOURSELF. don't get lazy alright? and keep advertising ya butts off cos that helps too XD
